In September 2013, the World Resources Institute (WRI), together with the Institute of Urban and Environmental Studies of the Chinese Academy of Social Sciences (CASS), the World Wide Fund for Nature (WWF) and the Institute for Sustainable Communities (ISC), released GHG Accounting Tool for Chinese Cities (Version 1.0), which was the first comprehensive GHG accounting tool for Chinese cities. In the following one and a half years, over 10 cities used this tool to measure GHG emissions and more than 300 government officials and technicians from 40-odd cities received trainings. Building on the feedback of city managers, research institutions and technical supporting agencies, WRI released Version 2.0 of the tool in April 2015. Compared with the previous version, the new tool adds measurement and reports of emissions from various energy sources and updates reporting forms and relevant parameters on top of new developments at home and abroad.
